I am looknig for information regarding wave characteristics in indian ocean : wave height, wave length, wave speed, wind speed

Your message is incomplete. You want coastal data or deep sea data. Many data sets are available for wind speed. Quickscat winds are reliable ones. Then there is ERA wind data etc.

Then if you want to have wave height or wave speed data you can contact CESS trivandrum or NIO. They might help you.
