and So this has been happening for events like major earthquakes..
22 separate leap seconds have been slipped in since 1972,
delaying the UTC.. as per the news..
but for this quake, the change is minimal that such a measure
may not be taken.
Tidal braking by the moon lengthens days on earth by about 15 micro
seconds per year.
