Hi,
I wish to compute momentum flux in the Indian Ocean region using u and v winds. But as i understand that the Drag Coefficient needed for momentum flux computation is not a constant but is dependent on the prevailing wind speeds. Can anyone help me out by providing the exact formula for this and some latest reference papers on this aspect (Drag Coefficient).

You may refer the following link
http://www.noc.soton.ac.uk/JRD/MET/PDF/SOCHR.pdf for wind stress computation. Large and Pond algorithm too can be used, Referecnce is ,Large, W., and S. Pond, 1981: Open ocean momentum flux measurements in moderate to strong winds. J. Phys. Oceanogr. , 11 , 324--336. But this method has been extended for lower windspeeds, that would be more useful. I am not getting that reference. U can check qscat site too for stress computation.

I can refer you to variable Cd (Yelland and Taylor 1996, J Phys Oceanogr, Vol26, 541-558) for wind-speed range: 3-26m/s.

Large and Pond's method may be useful for lower wind-speeds.
