Oceanographers RuNet added

As per the proposal by our active oceanographer koldunovn,
a forum in russian language, Oceanographers RuNet has been
added. Please check: http://www.oceanographers.net/forums/showthread.php?t=325

Made some changes in the way 'New Posts' are displayed.

Some english users had mentioned that posts from RuNet,
which they cannot read, are appearing while they check
for 'New Posts'.
From now on, 'New Posts' will not display posts from RuNet.
If anyone needs to have those posts as well, please go to
UserCP -> Edit Options and in the Messaging & Notification
section, check the option in the last which enables the display.
