JSPS Postdoctoral Fellowship Program for Foreign Researchers (Gaikokujin Tokubetsu Kenkyuin) 2005-2006
1. OUTLINE OF THE FELLOWSHIP http://www.jsps.go.jp/english/e-fellow/image/space.gif
Its purpose is to provide opportunities to young postdoctoral researchers from foreign countries to conduct, under the guidance of their hosts, cooperative research with leading research groups in universities and other Japanese institutions. The program is aimed at providing opportunities for such researchers to help them to advance their own research while contributing to the advancement of research in Japan and the counterpart countries.

All fields of the humanities, social sciences and natural sciences are included under this program.
3. APPLICANT ELIGIBILITY: http://www.jsps.go.jp/english/e-fellow/image/space.gif
The applicant must be a researcher (excluding research assistants) employed full-time at one of the following institutions: (See TableⅠ)
(1)Japanese national, public or private universities, inter-university research institutes, or other research institution under MEXT jurisdiction.
(2)National laboratories or other organization actively engaged in research, including independent administrative institutions, public research corporations, nonprofit organizations, and prefectural research institutes.

Each candidate for the Fellowship must:
(1)Be a citizen of a country that has diplomatic relations with Japan
(2)Hold a doctorate degree when the Fellowship goes into effect, which must have been received within six years prior to April 2, 2005
(3)Have arranged in advance a research plan with his/her Japanese hostNote:Those who have previously been awarded a fellowship of 12 months or longer under the JSPS Postdoctoral Fellowship Program or the STA Fellowship Program are not eligible.5. For the 1st Recruitment (September 2004): approximately 200 Fellowships will be granted.
For the 2ndRecruitment (May 2005): approximately 200 Fellowships will be granted.
6. DURATION AND COMMENCEMENT OF FELLOWSHIPS:
(1)Fellowships are awarded for a period of 12 to 24 months.
(2)Successful candidates must start the Fellowship in Japan during the following periods:
For the 1st Recruitment: April 1, 2005 - September 30, 2005
For the 2nd Recruitment: September 1, 2005 - November 30, 2005
7. TERMS OF AWARD (FELLOWS ONLY):
* The amounts of the Awards indicated below are subject to change.
(1)A round-trip air ticket (based on JSPS regulations)
(2)A monthly maintenance allowance of ¥392,000
(3)A settling-in allowance of ¥200,000, An annual domestic research travel allowance of \58,500, Overseas travel accident and sickness insurance coverage
Note:If the Fellow resides in Japan on the date his/her award letter is issued, the above-mentioned air ticket to Japan and settling-in allowance will not be provided.
A "Grant-In-Aid for Scientific Research" (Tokubetsu Kenkyuin Shorei-hi) or "Research Grant" (Shiken Kenkyu-hi) of up to \1,500,000 per year (total of \3,000,000 for two years) is available to cover cooperative research-related expenses. Foreign scientists wishing to participate in this program are advised to establish contact with a Japanese or foreign-resident researcher in their field and to ask him/her to submit an application.
They should make this contact well in advance of the host institution's application deadline indicated below.

9. SELECTION AND NOTIFICATION:
(1)Selection process Screening is conducted by JSPS's selection committee based on the five criteria listed below.
That the collaboration will contribute to advancing science in Japan and counterpart country.
That the collaboration can be expected to advance research in the subject field.
That the applicant (host researcher) and candidate have established contact in advance and created a concrete research plan.
That a suitable space is prepared and facilities arranged at the host institution for the fellow to conduct research during his/her tenure.
That, as much as possible, preference is not given to the candidate's nationality, host institution, or field of specialization. Consideration is given to inviting first-time fellows from a range of countries.

(2)Notification of selection results

First recruitment: end of December 2004
Second recruitment: middle of August 2005
http://www.jsps.go.jp/gif/image_number/20_nbr_02.gifAcceptance documents will be sent to the successful candidates. The names of the awardees and host researchers as well as their research themes are subject to public disclosure.
http://www.jsps.go.jp/gif/image_number/20_nbr_03.gifUnsuccessful candidates are not directly notified of their selection results. However, applicants (host researchers) may receive a notice of their approximate ranking among all the applications.
Applicants should indicate whether they wish to receive such a notice on their application form (form1).

a)Non-selected applications will be ranked in the following three tiers. (For reference, the number of applications submitted and number of awardees will be noted.)

10. OBLIGATION OF THE FELLOW AND HOST RESEARCHER:
(1)So as to ensure the smooth progress of his/her research in Japan, before submitting an application, the host researcher shall ascertain the candidate's will and aim for doing research under the fellowship and the conditions needed for satisfying them in Japan.
(2)The host researcher will, in cooperation with the administration of the host institution, assist the fellow, when needed, with immigration processing, securing domicile and other matters related to his/her stay in Japan.
(3)The fellow will, as a rule, stay in Japan continuously during the tenure of his/her fellowship and concentrate on his/her research at the host institution.
(4)If the candidate plans to accept either full- or part-time employment in Japan or another fellowship during his/her tenure, this fellowship will not be granted.
(5)The fellow and his/her host researcher must submit a research report (using the prescribed forms) within one month of the completion of the fellowship tenure.
11. NOTES:
(1)When one applicant submits 2 or more applications, the order of their priority should be stated.
(2)When 2 or more applications are submitted for the same foreign candidate, JSPS will request the applicants to negotiate among themselves as to which will be valid. The other applications will be declined.
(3)Incomplete or otherwise flawed applications will be rejected.
