I am looking for a Matlab routine (or Fortran) to convert wind speed to wind stress. Is anything available?

Look the air-sea toolbox from the next link http://woodshole.er.usgs.gov/operations/sea-mat/air_sea-html/index.html.
Check the subroutines stresslp.m (Large and Pond (1981)), stresstc.m (Smith (1988))and stressve.m (Vera (1983)). The most popular is following Smith (1988).
I recommend that you read
