If you are thinking of doing PhD, I suggest you go through the websites of institutes/professors working on topics related to that of your interest. Then, contact them with a resume of yours. That way you may get more chances of doing the research you want to do.

In India, try contacting institutes like NIO, IISc, IITM, IITs, etc. which has research centers for oceanography.
