Can anybody send me a fortran code dealing with ocean tide and storm surge simulation? And maybe only the code on how to set the open boundary condition will be ok!

This is only a hint where you can find a more complete answer
for your questions. Since you are looking for Tidal model, perhaps
more closely, the open boundary condition codes, Princeton Ocean
Model (POM) would be an appropriate choice to investigate for
your purpose. POM has tidal model component with a few choices
of open boundary conditions (like Orlansky, radiation boundary etc).
You may brows through their website and may extract the code
from there.
